(U) Domestic imagery may only be used in accordance with NSGI 1806, "Domestic Imagery," 8 July 2017 and local agency policy. Users may not use domestic imagery for a Foreign Intelligence (FI) or Counterintelligence (CI) purpose unless such use is authorized by and consistent with a valid Proper Use Memorandum (PUM). NSGI 1806 requires that users of domestic imagery obtain a legal review before collecting domestic imagery focused on a specific residence or other non-federal facility. Users may not provide domestic imagery to a law enforcement agency for use as evidence without prior approval. To obtain a PUM or to ask a question about NGA's Domestic Imagery Policy, users may contact NGA's GEOINT Enterprise Office (PUM Help) or NGA/OGC.
(U) Users do not need a PUM to collect, exploit, retain, or disseminate domestic imagery for activities that do not constitute FI or CI. However, under certain circumstances, these missions are subject to requirements for a prior legal review or civil liberties and privacy consultation.
